WASHINGTON ? The man destined to be China's next leader won an extraordinary welcome across Washington on Tuesday, a finely scripted opening to one of the world's most important relationships. Trading kind words of cooperation, President Barack Obama and Xi Jinping also spoke directly about human rights and worsening foreign crises.
Everything about the day reflected just how much China and the United States need each other, no matter what their differences, given their economic and military might and global influence. Xi got a lengthy Oval Office audience with Obama, an elaborate reception at the State Department, full military honors at the Pentagon, a gathering with chief business executives and an invitation for dinner at Vice President Joe Biden's house.
At the center of it was a president seeking four more years and the man expected to lead China for the next decade. Xi, whose full name is pronounced shee jeen-ping, currently is China's vice president and is expected succeed Hu Jintao as president in 2013.
"I'm sure the American people welcome you," Obama said.
The president and vice president, though, both sent stern messages to China about showing more responsibility economically, a sign of simmering frustration over currency and trade policies. Obama said China must play by "the same rules of the road" as the world, and Biden warned Xi that cooperation "can only be mutually beneficial if the game is fair."
All the symbolism and protocol were intended to pay dividends in the coming decade and to reciprocate for Biden's warm stay in China last year.
There were no obvious breakthroughs ? Xi is not empowered yet anyway ? but the stature he is set to assume was enough to draw rare attention.
Never before, for example, has the Pentagon heralded a visiting vice president the way Xi was. Defense Secretary Leon Panetta greeted Xi on the steps of the Pentagon's River Entrance, facing the Potomac, as U.S. troops held an honor cordon for Xi. He got a 19-gun salute.
The relationship between the nations is complex. It is strengthened by their joint need for international stability and economic growth, yet tested by currency disputes, China's limits on basic human freedoms, trade imbalances and growing military tensions.
Obama and Xi said they would maintain a relationship based on the traditional diplomatic speak of mutual interests and respect. They kept their focus on a diverse and cooperative agenda, although Obama did push China on human rights and the importance to recognize the "rights of all people."
In a separate setting, Xi later defended his country's rights records over the past 30 years but added: "Of course there's always room for improvement on human rights." His comments at the State Department luncheon were similar to those made by Hu during a state visit to Washington a year ago.
Leaders of foreign policy, academics and the business worlds were invited to see Xi and hear him speak; a string quartet greeted them upon arrival.
For Xi, the itinerary was carefully negotiated to convey high-level significance and minimize the chance of making news or, worse, any gaffe.
Neither he nor Obama took questions.
Outside the gates of the White House, a few hundred protesters marched, waving Tibetan flags and calling for a free Tibet. Underscoring the sensitivity of the rights issues among China's critics, they held signs proclaiming, "Xi Jinping: Tibet will be free." They shouted "Stop lying to the world."
Inside the Oval Office, Obama assured Xi: "It is absolutely vital that we have a strong relationship with China." The visiting leader smiled and looked at ease in his first formal meeting with the U.S. president.
Xi said that his meetings in Washington, to be followed by stops in the Iowa heartland and then California, were aimed not just at better political ties but a deeper friendship with the American people. By the end, he may even take in a Los Angeles Lakers basketball game, said a smiling Obama, a hoops fan himself.
Xi is known for being adept at forming personal connections, particularly in comparison with Hu, who has often appeared stiff and staid around Obama. In comments at the State Department, Xi cited a couple of old proverbs and even a Chinese pop song to make his point about the ever-changing US-China relationship.
This week is essentially one big get-to-know-you tour, from the halls of power to the farmland of Iowa, which he visited as a lower-ranking government official in 1985. He will have access to many power brokers while in Washington, including Cabinet secretaries, leading lawmakers and, most of all, Biden, his host.
"We are not always going to see eye to eye," Biden said as the day began with talks in the Roosevelt Room. "We are not always going to see things exactly the same, but we have very important economic and political concerns that warrant that we work together."
The timing comes as the United States remains in dispute with China on multiple fronts.
Even as Xi was soaking in his welcome, the top U.S. military officer was pressed at a Senate hearing about alleged Chinese computer hacking. Joints Chief of Staff Chairman Martin Dempsey said someone in China was responsible but he declined to blame the Chinese army for targeted electronic break-ins of U.S. government and corporate computer networks.
The United States accuses China of tolerating electronic theft and industrial espionage, but U.S. officials are reluctant to tie those crimes directly the Chinese government.
The U.S. is also deeply at odds with China and Russia for their vetoes of a tough U.N. Security Council resolution this month that called on Syrian President Bashar Assad to step aside. Washington accuses Beijing of protecting rogue regimes such as Syria, where the bloodshed rages daily.
More broadly, China and the U.S. are also increasingly rivals in the Asia-Pacific region, with Washington's traditional alliances competing with China's economic and cultural influence. China sees the U.S. as encouraging skepticism and dissent among neighbors in the region while trying to undermine communist rule by encouraging civil liberties and human rights causes.
On Iran, China shares U.S. alarm about a possible Iranian nuclear bomb but has blocked consideration of the toughest international sanctions, including an international embargo on Iranian oil. China is Iran's largest customer for oil.
White House spokesman Jay Carney assured that Obama privately brings up "all of these issues" of concerns with Xi and other Chinese leaders.

LANSING, Mich. ? Michigan's governor said Thursday that the state should capitalize on its brightest economic outlook in a decade by opening its checkbook to school districts ? but only those that can show their students actually are learning from year to year.
Republican Rick Snyder's plan for districts to compete for $70 million in extra state money is part of a growing trend in performance-based education funding as cash-strapped states look for ways to do more than just spread scarce dollars around.
With Michigan heading into a new budget year without the chronic deficits that plagued it for the past 10 years, Snyder wants to reward schools for how well they educate, not for merely having the best and brightest students. Several states have tied financial incentives to standardized test scores, but Snyder's plan is somewhat different.
"This year we had a surplus, so we had a lot of requests for funding," Snyder said. "But good budgeting isn't about taking that surplus and giving everyone a little bit more money ... (it's about) rewarding success and results."
It's the same carrot-and-stick approach Snyder used last year to encourage school districts and local governments to shrink their share of employee health care benefits, share or privatize services and post online reports to make their activities more transparent to taxpayers.
The education money would be divvied up based on district performance, not individual schools. Districts would get a share of the money if their third- through eighth-graders have shown a year's worth of learning in reading or math, or have acquired above-average knowledge in several subjects over a four-year period.
While critics praised Snyder for spending more on education, they argued his plan leaves schools without the resources to make the improvements he wants.
"Any money that will be funneled back to our schools is, of course, a step in the right direction," said state Rep. Ellen Cogen Lipton, the top Democrat on an education spending subcommittee. "However, these funds will only provide the bare minimum in restoring the drastic and unnecessary attack on our children's education that left our schools to increase class sizes and without money for books, teaching materials and support staff."
The Republican businessman-turned-governor has clashed with teachers unions after cutting K-12 spending by $1 billion during his first year in office. His latest proposal, for the fiscal year that begins Oct. 1, restores about a third of that.
"Putting a fraction of that $1 billion back into schools doesn't fix the problems that such a massive cut caused last year. It only continues to enrich the corporate special interests who benefited from the $1.8 billion tax cut that the education cuts enabled," Michigan Education Association President Steven Cook said in a statement.
Teacher Jennifer Bonutti also found Snyder's proposed increase inadequate. Her son is a first-grader in Farmington, northwest of Detroit. Cutbacks there have meant teacher layoffs and at least 25 students in her son's classroom, while fourth-grade classrooms often have 35.
"They want to tie the money to performance, (but) we're still going to have overcrowded classrooms," she said. "How can that teacher be effective with 35 kids? As a parent, it's frustrating. As a teacher, it's tough."
While Snyder is seeking $70 million for the incentive project, that's just a small fraction of his proposed $12.5 billion school aid budget, which he outlined during a speech Thursday.
Mike Griffith, senior policy analyst at the Denver-based Education Commission of the States, said that while several states are trying some sort of performance-based program, most represent only a small chunk of their schools' spending.
The federal No Child Left Behind program penalizes individual schools where students don't make annual progress, and Michigan isn't the first state to consider rewarding schools that do well. Ohio gives an additional $17 per student to districts and community schools rated excellent or excellent with distinction, and Iowa offers incentives for districts that meet a wide number of measures that go beyond test scores.
Griffith said he didn't know, however, if Michigan would be the only state to tie extra money solely to year-to-year improvement, rather than overall test scores, graduation rates or other such measures often used by states to award bonuses.
Besides the changes to elementary and middle school, the governor also would require results when awarding funding to universities and community colleges.
Higher education, which saw its funding cut 15 percent in the current budget, would get a 3 percent increase ? but only for universities and colleges that meet certain benchmark improvements in the number of undergraduate degrees awarded to all students and to low-income students receiving Pell Grants.
Michigan State Board of Education member John Austin, a Democrat, said Snyder is taking the right steps to reward public schools, community colleges and universities for their performance. But he worries funding remains too low, noting that cuts to elementary, secondary and higher education have been "decimating" in recent years.
"We have not combined accountability reforms with sufficient resources to empower great teaching, and turbocharge our colleges and universities as engines of opportunity," Austin said. "Other states and countries are much more committed to education."

Some large banks are offering short-term loans akin to those offered by payday lenders, says a report from the Center for Responsible Lending, a nonprofit group.
Payday loans are short-term advances of relatively small amounts, often with hefty fees, that are repaid when the borrower?s paycheck arrives. Consumer advocates say the loans are extremely expensive compared with other forms of credit, like credit cards, and can often lead borrowers into a debt spiral they can?t escape. The new Consumer Financial Protection Bureau recently convened a public forum to gather information about payday lending by both banks and nonbanks.
Concern about payday loans has previously focused on storefront payday lenders where, according to the responsible lending center, fees can translate into annual interest rates of more than 400 percent. But the center?s report looks at four big banks (Wells Fargo, U.S. Bank, Fifth Third and Regions) that also offer advances to customers who have their paycheck, or their benefits check, directly deposited into their checking accounts. More banks appear to be interested in offering the service, according to the report from the center, based in Durham, N.C.
The advances can be as large as $500, for which the bank charges a fee ? typically, $10 for each $100 borrowed. When the next scheduled direct deposit arrives, the bank deducts the advance, plus the associated fee. Usually, the advance must be repaid within 30 to 35 days. (In some cases, customers can pay back over a longer period of time).
The banks say the funds are meant to be used as a short-term solution to an emergency cash crunch, rather than a long-term way of managing your money. So what?s the problem?
Consumer advocates say the loans are costly and encourage users to overspend. The average annual percentage rate for the bank advances ? assuming a fee of $10 per $100, for a typical loan outstanding for 10 days ? is 365 percent, the center?s report says.
The annual rate drops to 120 percent for a loan term of one month, which is the maximum time such loans are typically left outstanding, the center?s analysis found. Even so, an annual rate of 120 percent ?is significantly more expensive than alternative credit products such as credit cards or consumer finance loans,? the report notes. By comparison, the report notes, in the second quarter of last year, the average credit card interest rate was 13 percent.
Two of the banks ? Fifth Third and Regions ? cite an annual percentage rate of 120 percent in explanations on their Web sites. Fifth Third uses the number, even though there is no interest rate associated with its advance product, its Web site says, ?so our customers can compare the cost of using this product? against other forms of credit.
Regions, meanwhile, notes in its disclosure that customers who opt to pay their advance back over time will pay the fee, plus 21 percent interest. But if the fee also is taken into account and presented on an annualized basis, the cost of a cash advance ?would be significantly greater than the APR of the periodic-rate interest alone and may be 120 percent or more.?
?We are mindful of our responsibility to partner with our customers and we seek to establish an environment that encourages responsible lending and repayment,? John Owen, senior executive vice president of consumer services at Regions, said in a statement after testimony at the financial protection bureau?s hearing in Alabama last month. The bank started offering the loans, called Ready Advance, last May. (Repayment information from the Regions product is reported to credit bureaus, the bank says, and so may help consumers rebuild credit.)
A Wells Fargo spokeswoman says the bank doesn?t provide an APR figure in its disclosures for the advances, which it has offered since 1994, because the associated fee doesn?t change over time. If someone borrowed $300, the fee would be $22.50, regardless of when they pay it back. ?It?s a very transparent fee,? she said. ?The customer knows when they?re getting the service what their charge is going to be.?
Still, Wells Fargo, which charges $7.50 per $100 borrowed (which translates to 270 percent APR for a 10-day loan term, the center says), warns customers on its Web site that a direct-deposit advance can be costly. ?It is important to note the service is an expensive line of credit intended to assist with short-term borrowing needs and is not recommended as a solution for your long-term financial needs,? the site says.
Wells Fargo provides a comparison of the cost of the loan with other forms of credit, she said, so customers can evaluate their options.
A spokeswoman for U.S. Bank, Teri Charest, said in an e-mail that ?an extremely small percentage? of its customers use the checking account advance feature, which is intended for emergency needs, like an unexpected medical expense or car repair. The bank limits how long customers can use the advance, to help them avoid becoming overextended, she said. Projecting an APR for advances ?is not appropriate,? she said, because the fee must be repaid with the next direct deposit. But, she said, each time customers use the advance, they receive a warning that it is ?high cost credit? and meant for short-term needs.
Do you think the fees for direct-deposit advances are reasonable?
